What is the Milnerton Central CID?

The Milnerton Central City Improvement District is a legally defined area where property owners pool resources through an additional rate to fund supplementary municipal services.

These services go beyond what the City already provides and are directed by a community-approved business plan to improve safety, cleanliness, and public spaces in Milnerton Central.

What is the proposed area of the Milnerton Central CID?

The proposed Milnerton Central CID will include all commercially rated and residential properties in the area within the following geographical boundaries:

  • Northern boundary:
    • Racecourse Road
  • Southern boundary:
    • Boundary Road
  • Eastern boundary:
    • Koeberg Road
  • Western boundary:
    • West Coast Road (R27), including the properties stretching up to Esplanade Street

Why should Milnerton Central have a CID?

While the City provides essential services such as water, electricity, sanitation, and refuse removal, a CID allows residents and businesses to raise the standard of services in Milnerton Central. This includes stronger visible security, improved urban management, and community upliftment.

Collectively, this creates a safer, cleaner, and more attractive neighbourhood for families, businesses, and visitors.

What benefits will property owners see?

By being part of the Milnerton Central CID, property owners gain the benefits of a well-managed and safe area, improved property values, and collective projects such as recycling and social development initiatives.

Will the City reduce its services once the CID is in place?

No. The City remains obligated to maintain its existing service levels. The Milnerton Central CID adds supplementary services such as security patrols, cleaning crews, and urban upgrades. This ensures residents benefit from both the City’s base services and the CID’s enhanced programmes.

How will the Milnerton Central CID be funded?

Funding comes from an additional rate on properties within the CID boundary, calculated proportionally to each property’s municipal valuation. The City collects this rate and transfers it directly to the CID’s Non-Profit Company (NPC).

These funds are ring-fenced, meaning they can only be spent in Milnerton Central for the benefit of the community.

We hear this often, and it’s a fair question. The truth is: the City only has to provide basic services across the whole metro. In Milnerton Central, that leaves us stuck with problems that keep making the news:

The City does respond, but it can’t give our area the focused attention we need.

That’s why a CID matters. The extra rate you pay is ring-fenced for Milnerton Central only, and managed by a local board of residents and property owners. Every cent goes back into our streets: extra cleaning crews, security patrols, better lighting, faster fixes.

It’s not a double tax. It’s us taking charge, because if we don’t, who will?
